If your website and the server IP is all on the same IP (only way you can do is if the website and the server is hosted on a VPS/dedi), then it is possible. If not, and your friend is on a MC Host (like MCProHosting) then you can only have the website show up, or the MC server show up.
This is 100% incorrect.
I recommend using CloudFlare for managing domain management.
You can create an A record of play pointing to your server IP (assuming the port is :25565).
If the port is not an A record, its still possible to do using SRV records.
You could even have test123.com as both the website domain and server IP without needing a VPS / Dedi.
You don't need a dedi or vps for this.. In your SRV records, you add the name under the name field in GoDaddy. Such as play in the name field. If you do not wish for a name then you put @ to use your original domain such as the example provided, test123.com.
If the website is on an IP, lest just say 98.236.104.249 (not a real IP) and a Minecraft server IP, 86.111.73.58:25678 (once again, not a real IP). Most Minecraft host don't give you a 25565 unless you pay more.
With all this info, you can't point a domain at 2 different IP address.
When you have 2 or more A records, it will just rotate. Google does this. So one server isn't handeling all the requests. So for a Minecraft server, you don't want that. You can see more HERE.
I have tried to do this before. I talked with GoDaddy on the phone and asked them if I can do this. They said no you can't.
Also on spigot, HERE, that to get a Minecraft sever and a website on the same domain, you need to host it on the same box.[DOUBLEPOST=1501966761][/DOUBLEPOST]
Yes you have seen it before, like o hypixel, they are hosting there website and there Minecraft server on the same dedicated server.

Remove play. from the first box in the SRV record... (as shown above "Name - test.com")
Don't run the play A record through cloudflare...
Instead of using an A record for www, create a cname record of www pointing to @
