So I was scammed for 20$ paypal, seems small but I am in need to pay back loan.

Here is what happened: I trusted them as over 300 rep on PlayerUp

I sent the paypal, and was immediately blocked. I have filed a paypal request to chargeback but what happens if seller never responds?

It really depends how you filed the chargeback,

Unauthorized Transaction - PayPal will look into your account to see if your account was accessed from another location,
or whether or not your request is viable. But, someone requested a $30 refund from with this reason, I wasn't able to respond yet,
I won because no one accessed their account from another location at the time of payment was sent.


But, if the user does not respond its likely that the case will be in your favor, just as long as you provide as much evidence to backup your claim.

You could try call paypal and maybe explain the situation or whatever lie you've decided you say.
