Help?

I know MCM isn't the place to ask for help, but whatever, I made a prison server, I protected a mine with a region. How do i make it so people Break INSIDE the mine and not the actual build?

Create 2 regions, the actual building having break/build set to false and then the part ypu want them to mine make another region and set build/break to true
