Group manager
Is it just me or did his thread start like a youtube intro? xD
Sorry I'm used to doing YT intros lol
Groupmanager is more useful to use 
Can I clarify that developers are not just people who configure plugins? That word implies they actually code plugins in JAVA, or do some other language like C# C++ etc....
Ok now that i got that out of the way, let me clarify your options for permission plugins the 2 major ones being GroupManager and PEX.
PEX is mainly used for individual user permissions to manage a network of servers or multiple ranks with multiple "ladders"/hirearchies. Very useful and more flexible, however its syntax is hard for beginners to undesrtand.
GroupManager on the other hand is more simple and is great for a simple ranked hirearchy on a single server, not a network since PEX can use MySQL to sync ranks etc., and is often easier for beginners to use its syntax commands.
Finally, if you need help, you can kindly send me a pm of what you want/need and I will help TEACH you how to configure it, not do it for you.
