It doesnt matter about how many you need depending on the server. It is about how many people will be on it. Starting out, I would say 4GB. I recommend Host-Atom. They are cheap and you don't have to spend much

You can make it unlimited people with half a gig. You just don't want your players having lag. 4GBs is more than enough. And if you have an issue, you could always upgrade.

Most hosts don't accept that. Try exchanging for paypal on HF.
