It says he was advertising on other people's threads. In my opinion, That is not worth a negative reputation as that is allowed, But may be displeasing to others. The person who made the rep was most likely a new member who likes starting arguments/doesn't know how MC-Market works. Don't let this rep discourage you, This user will most likely do a good job in whatever they are offering.
