I got a soft limited paypal which is my old one i can go first i want to trade it for some btc it's got 200 usd in it and i can go first if u have a bank account u can take money out

Create a new PayPal account with the same name than the one in your bank account, send all your money there and then withdraw it.

You can't send money to another PayPal from a limited account afaik

There's too many reasons that can get you limited, lots of chargebacks (made by you or buyers), accepting multiple payments in F&F, being underage, etc.
