How can I delete all my resources so that I can upload highly qualified resources from scratch?

You can select "Unpublished" or "unlisted" from the advanced settings of your product to remove the resource from public view.

Why not just update them? Also from what I know you can't remove them completely.

From what I have seen, it doesn't allow complete resource deletion, but you can update the old one to the new version.

If you only need the old version gone from public view, unpublishing usually does the trick and keeps things clean on your profile. I’ve had cases where I wanted a full wipe too, and support was the only way to do that. Re-uploading an updated resource works fine if you want a fresh start, though it can feel a bit like duct taping the situation.
