Hide players in region

I’m looking for a Paper 1.21.4 plugin that can do both of these things:

1. Hide players inside a specific worldguard region
2. Let other players mine blocks through them so their hitbox does not block mining

This is mainly for a mine/region area where players standing on each other make it hard to break blocks.
