High CPU Usage, I keep timing out.

Hello,
I am on my Minecraft server which I am trying to set up to release soon but I can't get anything done(like ingame) I don't know why but I am always get high CPU usage. Not always neccessarily 100% but always 85 to 100 percent. I bought the server last week and it has 4gb's, it had 120 players but I thought it would get resolved by changing it to 45 players, and also I keep timing out. I am trying everything to reduce it so I can do something. Can someone PLEASE help? Thank you so much!

what plugins are installed and what type of server is it? you might wanna weed out the redundant ones

It's a factions server. These are the plugins

hm, doesn't seem like plugins are the problem, unless one of them is constantly going. Take a look at the console and logs, see if you can find a plugin that seems to do a LOT, while it shouldn't. Have you contacted your host yet?

if you are running on spigot do /timings on
let it run for about 10-15 minutes then do /timings paste
you will be able to see what plugin is causing the issue, if you dont understand it post the link here or give the link to your host provider in a ticket and they can tell you
