High quality HCF & kitmap. Or a community.

Hello! I am currently looking for a HCF, Kitmap, and a Hub server. I plan to make these into a clean server and release it into the public. Here is some requirements:
1. Must be a custom server with a custom core file.
2. There must be custom timers on the scoreboard (For sales, and other purposes).
3. It must be configurable unless you would like to change it in the SRC.
4. It must have at least a few custom partner items that have never been seen before.
5. There must be partner item cooldowns on the scoreboard.
6. You have to walk me through the setup.
7. You must show it to me before I pay for it.
8. It must have custom ranks that have not been used anywhere else.
9. It must be a custom map at the very least.
10. The kitmap must have a custom map with koths fully setup.
11. Citadel must be setup on the HCF server.
12. Must have a decent amount of rep on Mc Market

My budget for this is: 200-400 usd. Prices are negotiable.
