Good luck finding a developer you are going to pay monthly lol. Most want paid depending on the plugin size. In less you have a LARGE budget. I wouldn't even bother making a factions server. Also how much would you pay a month?

There are a vast amount of startup faction servers that pay $200+ per month upfront.

Without him actually telling you the pay, you really can't determine it.

As a freelancer I prefer being paid per project. If I were to actually work for them, I wouldnt mind being paid per month

They also pay a large sum of money because they have a large budget. A small factions server starting off is a lot different than the most popular server in the world with millions of players, Mineplex.
