You didn't get scammed. You had unrealistic expectations for what $30 would get you. $30 will get you three hours of someone's time if they are cheap. Expect low quality.

Unless you defined it in the contract I'm sure you didn't have, "high quality" is an opinion.

Not only does this guy want someone to write code for him, he wants them to make his entire server for 5%. Here's my question, if I'm the one making the server, what exactly are you doing that deserves 95% of the profit? Why don't I just take the server I made and get 100% of the profit? Coming from a plugin developer, I'd want a stable guaranteed income before submitting, just something for each plugin or a set amount at the least. No-one wants potentially $0 every month.

If you have that much, then there's no need to pay a developer from the donations. just pay them up-front for the plugin.

You paid him $30. I hate to break it to you, but $100 is not a lot of money and neither is $30. If you're paying them that little to make you a server, you shouldn't expect Hypixel quality.
