Hiring Developer for Practice Plugin

I want a Exclusive Custom-Coded Practice Plugin. I also want the ability to re-sell the plugin.
Paying about $100 for this if possible.

NOTE: If you already have a plugin that can do this stuff also PM me, but I would like the source code and I would pay less for it being non-exclusive.

Needs to contain these features:
- 1v1s (Ranked and Unranked Matches)
[Must link to a MySQL Server. Also Must have A Option to set a limited amount of ranked matches per day depending on the PEX rank. And the ability to add Ranked Matches with commands.]
- 2v2s (Ranked and Unranked) [Must be in Party]
- Party Matches (All the way up to 26 People in One Game )
- Spectator Mode
- FFA Mode (No Debuff, Build UHC, etc.)
- Change Username Color with Sign
- Kit Editor
- /duel command
- /ping command
- A Scoreboard (Opponent, Time, ELO, etc.)

Even the previous quotes are cheap; I have made several practice core's for over $500 each. You will most probably find someone, but the code may not be as efficient, nor organised.
