Your budget is fairly low, I'd offer more as a starting price. For comparison, at PrimeMC managers are paid $0-300/month.

PrimeMC is also a quite large server with a fairly decent active playerbase at all times also though, so just remember that.
However, I still agree it might be a bit low, I am looking for one for around $50/monthly, but some might find that even a bit low.

Depends how many hours you would be utilizing the server-manager for and what will be responsibilities of the server manager be in your view.
