Open the gif in Photoshop and click "Save For Web" on the File tab. You can use this to compress the gif; if you don't change anything it should be compressed automatically.
Reduce resolution, delete frames.
When saving in Photoshop, reduce colors down from 256 to 64, maybe even as low as 16 (depending on the quality of the GIF). Increase lossy compression, play with the dither settings (not sure how much this reduces filesize).
