How could one give me reputation? It says they have no access.

They'll just have to give it to you some other time, when they CAN access it. In the meantime they can still post a vouch in your thread, it's the intangible predecessor of reputation.

Btw, quick question, can you see the reputation numbers of my account? I suddenly can't see them anymore, not even when logged out.

It's not really scamming. A "vouch copy" is a quality assessment, so unless he promised to give you the vouch no matter what, it's not a scam.
Even if he did, that's only cause for a devouch, not really a scam report. That's the only risk of giving out vouch copies.
