How do bans work?

Hey, the title says it all. I'm just curious as to I've seen a scammer make many alt accounts whilst changing their display name on mcm.

There are restrictions like vpn blockers they block vpns but not all of them but they do help they can tell if there are ban evading by checking ips to banned accounts and if it is banned with the same ip they get banned if it keeps happening they will ip ban which bans there ip and keep on doing it ect ect.

But they do track them to find alt accounts
