Well, there are several programs/applications that can effect your IP address, however some of them claim to change your IP, they really don't. Your internet provider is connected to your IP, hence that if that IP changes you shouldn't receive the internet anymore (depending on your internet provider) Although I do recommend a VPN, or contacting your provider regarding this topic, as they should be able to give you a better answer.

Most of the time resetting your router is aids and I dont know why people still suggest it.

In my opinion, you should just call your ISP anyways and request a change. If they say no, just say someone keeps on ddosing you and threatening you or some bs.
