I'm not much of a webdeveloper, but the way I'd suggest doing this is utelizing the <article> tag and making it redirect to domain.com/#who domain.com/#what etc

If I'm correct on what you're looking for its something called smooth scroll a lot of people us it nowadays for like one-page websites and so on.

All that Smooth scroll is made by The Main things HTML CSS then for cool effects and so on its JS (JavaScript).
