How does one fix the problem where PayPal says "we cannot send your payment right now", even though a visa is registered on the account?

I've had this multiple times, paypal support is honestly shite. I called them up and they said "ohhh I don't know why it's doing this".

Basically to get around it, verify your paypal account and if you don't want to do that, ask the person you want to send money to to send an invoice to you.

Problem is, it is verified...

So you have your bank account linked?

Visa, not bank account.

Nope, desktop, mac and a samsung phone.

It'll usually work if you just give it some time. A couple of hours. I recommend 24. Try again later. If you're using Google Chrome on mac. Use another browser. I know it sounds dumb but I had the same problem and the 7th PayPal rep told me not to use Chrome because that's why I'm getting the error. I waited a couple of hours and it actually let me send the money using Safari instead of Chrome. Not all PayPal reps are dumb. Some of them actually know what they're talking about.
