How do I make an admin account for Xenforo via cpanel?

Ok, so I bought a xenforo theme and setup. The dude uploaded everything and it works but he didn't make me an admin account and I only have cpanel and no admin account. He gave me directions on how to make one but it doesn't work and he isn't helping me. He has an admin account but I don't.

What he told me:
"Sign up to http://caribbeanmc.com/ Then once you have done so go to the cPanel -> File Manager -> public_html -> /library/config.php and change the super admin number to ‘2’ as that will be your user ID."

I did that and it didn't work. Therefore I contacted him again and he isn't willing to help me even though I paid him for the theme and setup. Add me via discord @Vip#1164 thank you!!

just reset the password through phpmyadmin using email confirmation for the num 1 account https://xfpoint.com/guides/reset-xenforo-password-phpmyadmin/

because you can't make someone superadmin if he isn't admin and that guy i don't think made your account admin anyways which he only can with his account
