How do people block names?

Was wondering how people block names when they are dropping.

One of the accounts spamming for the name will get it, and then they use that account to migrate an account or use a gc

When the name gets unblocked by Mojang, one of the accounts that spammed requesting the name will get it. None of the accounts has Minecraft, and once they get the name they either migrate or use a gc, depending on the order

I'm really confused, is this whats happening?

So, imagine the name Mouse dropped
At the time of the drop a lot of accounts are sending requests to get the username Mouse (how are they doing this if they don't have minecraft bought)
The account gets blocked for 24 hours
Stop sending requests from accounts
The account gets unblocked for and one of the accounts gets the username (don't understand how since they don't have minecraft bought / they are unmigrated)
They migrate / put a giftcode on the account.

I don't remember how they request the names when they don't have minecraft, but the unblocking happens when the "winner" account gets Minecraft
