You don't for a long time but then once you get dedicated players, they'll start to donate

First, you need players. You need a reasonable starting budget. Then, use this budget to pay for advertising. Bear in mind live streams from several medium-sized YouTubers tend to do well - also look for small streamers that will do it for free. Create a discord server and monetize the discord server to new players while they are live streaming.

Second, you need to introduce the shop to new players. After you built a good starting player base, create a shop store with easy-to-understand concepts such as simple ranks like "Sponsor" or "Premium," but don't overwhelm your players with a bunch of new account upgrades and commands/items all of a sudden - you might risk players leaving due to pay-to-win concepts.

Lastly, you need to make Holiday Sales to keep player retention. During these sales, introduce new items. Sending a discord announcement and changing your server MOTD will give attention to your new store items. After these sales, you can leave new items inside the shop for a larger price. Updating your shop a lot will gain more revenue.

Recap: Start your server without a shop, and once you established a player base, introduce a shop with simple account upgrades (ranks - no more than three) then gradually introduce more shop items at holiday sales. Hopefully I helped, and good luck with sales!

Getting players to not only join but to stay connected to your server is the most important thing. Players make their opinions on your server within seconds of joining your server.

Once you have them wrapped in you must have some sort of shop setup, along with ranks set at a reasonable price. Lets be honest no one is going to pay over $50 on a server they just joined. But having a few ranks at a low price as well as putting sales into play once and a while will make players more likely to buy a rank.

An important thing to remember when making your server is to not just make it a basic survival server. Even though its easy to setup, people will get bored of it after a while. Having gamemodes like skyblock, factions, and more importantly minigames will draw players in and keep them hooked.

To start making revenue from your server, you first have to spend some money. For example on advertising, or getting new custom plugins on your server

After you get good advertising and cool plugins, players should start seeing your ads and start joining your server. After this, once you get a decent player base then you can open a shop for the players to buy things with irl money. You might want to start the prices low, but as the player base increases you could increase the prices. Sales here and there would also motivate players to buy things, since the prices are low and they think they're getting a deal.

Even with all this, you need to remember to keep your playerbase up. Without any players, you can't make revenue or basically do anything. The most important part is the players, not the money.

As several have said, you need to start with having players on your server. Try to find out which modpacks are popular. Examples would be Infinity Evolved or Pixelmon.

After you have some players, start introducing Buycraft. Buycraft is very useful for making a shop that manages almost everything automatically. Just don't make it pay to win. People will see that and will dislike you for it. Keep it balanced.

While some suggest going for monthly ranks, I myself have really found permanent ranks to be much better for smaller servers. After a few weeks, most people either stop playing, move on or have enough stuff that they don't need a monthly donator rank. Having a permanent one time payment rank (which is higher than a monthly rank) would give more revenue since many players will buy a rank, but leave weeks / months later.

Of course you need to try this yourself and find out what you prefer. We started with monthly ranks in the beginning but it didn't work very well. Now with one time payments we are getting more donations. Having sales or other activities once in a while also really helps to make people more interested in supporting your server.
