discord ads (organic = much much better), youtubers (they can bring in their fanbase easily), serverlists (A lot of people looking for a new server come to server lists, make sure you pick one with good SEO), social media (be active and it will grow slowly).
Listen, I used to sell discord ads, and 9/10 times, it DOES NOT grow your Minecraft server. Sure, it’ll grow your discord server but the mc server itself will not grow, take my word for it. There are multiple factors for this. One being discord servers naming themselves “MC COMMUNITY” or “MC CENTRAL” and having NOTHING to do with Mc. Take my word for it, don’t grow your mc server with discord ads. Use streamers and server lists and suggested above.
I mentioned organic is better, but I agree with your statement. I actually sell organic ads and they do pretty good.

No, ads + giveaways = higher member count but horribly inactive people. They are only there for the giveaways, you have to keep your users engaged.
