How do you make NPC's

I'm trying to use Citizens and make an NPC with the skin of Propose to type /is create whenever you click it, how do I do this

I can do it really easily for you if you want.
/npc create
/npc select (just to be sure ^-^)
/npc skin Propose
You should get a Command NPC plugin
I personally use CitizensCMD
Then just add /is create (Depends on which plugin you use so can't instruct you here)

You do need Citizens but it's free

Install Citizens and CommandNPC, then just select the NPC and do "/npc cmdadd is create".
