I started a Danish server a while ago, we hosted it in our basement on my friend's dad's pc.
Old old pc with Windows XP and lagged as hell, but we had it open 24/7 and kept updating with features it was just a simple Factions server nothing really special, but there were a few people who stayed loyal the whole time. They donated and donated from there we growed from 5 players to 80 in one years time.
So it really just depends on the motivation and the dedication you put into the project. Nowadays you can get servers for 2 USD even lower some places.
Though the Minecraft community is slowly dying because of the same servers popping in and out of the community, quite sad to see. I hope someone comes up with a good idea sometimes, like Dyescape for example.
So to answer your question 10$ would be a good bet. 10$+dedication

You can make a low budget quality server if you choose a VPS provider, for example, contabo, they're extremely cheap and great, and also if you build your maps by yourself and friends, and use free plugins.
Contabo right now sells 8GB of ram servers with 200gb of SSD for just 4.99€. You don't get that price anywhere else from the Minecraft hosting providers, that doesn't oversell their hardware.
I'd still recommend Contabo. The best bang for your buck with quality. Don't forget they are also their own data centre. And aren't being run by underaged staff.
