How does Chearful.Ninja block names?

I saw this thing about "blocking" names on Chearful.Ninja and it states that "When you block a username, you stop others from getting the username for the next 24 hours"
I was wondering how they actually do this and stop other people from being able to claim the name.

You aren't allowed to sell mc accounts according to Mojang's TOS?

They tried stopping snipping sites by recaptcha then they changed to blocking.
