The title mostly says it all...
I'm talking like good plugins, getting players having a great system of staff, learning what game modes players enjoy the most, forums and making it profitable.

I'm really only asking because I've always fantasized about having and owning my own server but never really had the funds to start. So I wanted to ask some questions.

What is your favorite game mode?
Would you rather a p2w, semi-p2w or non-p2w server?
What makes/made the server you play/played on the most your favorite server?

I've broke this down before, but if you are worried about the funds, you probably aren't ready to own a server imo. There's a lot of factors going into it, you need a developer(s), you need a manager(s), you need a staff team, you need good advertisement, you need a lot of time, you need a dedicated server, or a vps to start, and a lot of money. Servers that are p2w are not enjoyable to play for people that don't have the money to play it. Majority of playerbase doesn't want to play a server that is strictly p2w.

You dont necessarily need developers or managers. Developers are necessary if you have a bunch of unique plugins you want made and managers dont really do much in the first place. Outing those two will save a lot of money, but the other stuff like staff, ads, time, dedi's and all are an absolute requirement
If there was a server without developers and or managers, I wouldn't want to play it, because I wouldn't trust it. Anyone could make a server. I could start one right now, for free, run it on my computer, and call it a day. Who wants to play a server that is just like any other server that is already out in the public right now?

You can also learn how to develop plugins yourself. I just started the MineAcademy course and it's amazing.

Yeah, but if you're to become efficient at it, it's going to take time. I haven't taken that course, so I can't really put my sense on it, but surely learning a programming language as extensive as java and then learning the spigot api on top of it, that's a lot of time to dedicate. So yeah, you could learn how to program, but there's people that have been in the game for several years. Same with owning a network.

Depending on how complex you want your server to be, your staff team will need to include developers, builders, web-developer, marketing, manager, administrative and moderation staff, etc. Do you want a forum, a landing page, custom art for each of your webstore items? Custom themes? Exclusive builds? Extraordinary server performance? Unique features? A quality server will take a ton of money and time -- easily thousands, if you want to go all out -- and as Em put it above, if you're worried about expenses, you'll most likely tend to skimp on the things that would make your server stand out from the rest.

P2W is generally a negative term in the server community, it means that gameplay is driven by buying items from the webstore. The majority of players would like to receive rank perks, crates, etc for free, of course, but that won't make you any revenue. You'll need to find a balance between in-game means to obtain these premium things, while not ruining their value so much that no one would buy them for real money.

Largely, server setup will depend on your experience (knowing what your audience would want, what kind of playerbase you're marketing for), and your unique ideas for your server -- servers are a dime a dozen nowadays and it would be extremely hard to get a startup network that involves one of the generic gamemodes to take off without investing in copious amounts of advertisement.

This isn't meant to discourage you. But the ease, time and cost of your server really solely depend on your standards, your team and your creativity. Knowing these things will help us answer your questions better.
