Making your own forum from scratch is extremely difficult.

On the other hand, if you mean just making your own forums by using forum software such as MyBB or XenForo like most popular websites, then it depends. You could make a McM look-alike (in terms of theme) within 10 minutes. Most of McM's plugins seem to be free or paid XF plugins rather than custom ones, so with a little money and a cheap developer, you could probably get a McM dupe within a week.

But if your budget was around $2000, you could hire a good designer and make a forum that looks x10 better than McM with a unique design. The best thing to do would be to learn PHP, JS, and the forum software as well as you could, so you could write your own unique plugins and forum features without paying for (probably bad) developers like Mick.

If you have to hire someone to make you a forum then you're already behind as that shouldn't be the hard step.
