I wanted a loan of 5$ for spore
He agreed to a roi and gave me this TOS:
I'm going to loan you $5 today, but I will send you $6 as Goods and Services to pay for seller protection. $8 will be paid back by the 4/7/16 or a scam report will be filed. Until the loan is paid off you may not do the following... 1) Remove/block me on skype,forums,etc. 2) Spend money for recreational purposes 3) Ask for loans from other users. You will be required to message me back on Skype within 48 hours of every message I send you. Do you understand and agree to these terms?
I agreed, and went to G2A to purchase they key
G2A said I needed a Verified Paypal, and I asked him if he would buy me the key and I would still give him the roi.
He Denied.
I refunded his money but he demanded the ROi
I took this to M6 to confirm or deny that I was at fault

I don't see how he's scamming, nothing in that "agreement" contained anything about changing your mind. The factor of it only being 5 minutes as well, its not exactly a big deal.

Where in the initial skype logs before the loan was sent did he ever declare the fact the $6 was intended to be used for the gamecode? I had no clue of this. Also, you say "the bank would be a little ticket off" but they also at that point have the right to say "I don't care. You signed these papers to bad." If someone commits to a loan, signs off on my terms, and agrees to them I have every right to demand the ROI payback.
There is no "refund/return policy" on loans. Once you accept the loan it's your responsibility to pay it back with the agreed ROI.

A bank is a bad example.
However issuing a refund after 5 minutes is nothing. He gave the purpose of the loan, he explained why he couldn't use it, he offered for you to purchase it and still pay the $2 after yet you refused.
So he doesn't need the money as he can't get the game hence issuing a refund. I don't see how he's scamming you.
