$5k-$10k if you really want to make it professional

It's possible to go a bit lower but anything extremely below will result in a 0-5 playerbase server that's what I have experienced
It's theoretically possible to get a good server without expending money, but that demands an equally valuable amount of time investment.
Basically it's a choice between money and time.
This is true if you do want to make a 'good' factions server as there are many out there you need to invest a lot to get yours to be unique and attractive.
600$ should be enough imo if you are just looking for a quick cash grab tho just make it yourself

discord advertising servers, also usually ill have youtubers make videos like "new minecraft prison server looking for players"
