How much would it cost to get a pirate ship plugin developed for 1.19.1?

This would be a pretty complex project, as I'm looking for moving ships (preferably entities with hitboxes that allow for player movement around the ship). I'd need directional control of the boats as well.

You could just use MCPets and a custom model
