Yes it will be at a data center. In the case of power failure ect you would get your money back for the time it was down.
Yeah, also 10 MB/s isn't a lot... An admin would end up having to do heavy packet compression and other methods to deal with that bottleneck.
How much would you recommend?
Add another 0 or at least bump it up to 50 out. I only deal with 250+ out. Rarely use that much though but its nice to have to send out backups.

I don't think you will get 90$ for this server it's like 40-60$
You can get much better Specs for 90$ (CPU, RAM, and definitively NVMe SSD, also 1Gbit/s)

10 MB/s is actually 80 Mbps which isn't bad, depending on what he plans to use this for.
