I'm just wondering how much this plugin would cost, and if someone could code it for me..?
I can't buy ATM but yeah..
So

It's a custom nickname plugin, the players can only use plain color codes (no formatting, I.e &l)
And the nick has to include at least 3 characters of their username..?
How much would this be?

3 Letters of their username? In a row? Otherwise it'd be quite strange.

I'm not sure, that's just a way to keep their usernames ontopic, e.g Minecraft001 could have the nick Minecraft, but he couldn't do IFuckedYourMum

Indeed. Essentials could do all of that except for the 3 letters thing.
