You could easily make something like that for free using Stencyl or Game Salad and just publish it to HTML5.

I've never made one but I'm sure it's not hard to make in node.js I'd recommend finding someone who can make javascript games and have either them or someone else do backend.

Yeah, they're somewhat simple, can either be made using html canvas with js, or using something like unity

Probably around the realms of $100-200 tbh. I don't know anyone who'd make this though
