How much would this cost?

So, I want to create a Website like SpigotMC. I want the domain shulkerMC.org or net, com etc.

I want the forums to be like this, and SpigotMC and like some other forums.

Where you have like the alerts, imbox, user menu where theres the dropdown box, signature etc.

I am very young and I:
1. Want to know how much the domain+website would cost
2. How hard it would be to change the color of webite, images, logos, (layout of website)
3. How long it would take

Of course this would be a basic setup. If you had more users you'd need a better web host.

That is pretty much it, plus any advertisement fees you would need to pay.
Once you start gaining traffic the site should essentially start paying for itself depending on your business plan and whether you have had experience with running a business in the past.

you can get cheaper domain than 30dollars per year -_-

like .com .org or .net they're not that expensive

and if you use namecheap you can get 88cents domain for first year too, you can keep doing the special offer i think
