I don't know much about web development specifics but probably a few hundred at least.

But then again, MC-Market tends to be filled with a lot of kids who undercharge yet do shitty work, so it all depends on how experienced you want your developer to be (but something like this would require a fairly experienced developer, so probably a few hundred still no matter what).

Well I wasn't asking about the design tho. More about their control panel and billing automation, etc. I'm aware that I need a pretty much experienced developer/s to do so.
