How much would this plugin cost

I am wondering how much this plugin would cost to be made. It is similar to TheArchon's Cyan server.

Faction Cores
A faction core is a beacon that you place down inside your faction base.
When the core is blown up, all of the faction's land is unclaimed.

What I would like it to have:
- The owner is given a beacon when they try to do /f claim (the core disappears if dropped, put in a container, or if the owner does the command again)
- When the core is placed in wilderness, it claims the chunk it is in and allows access to the /f claim
- When the core is blown up (can ONLY be from TNT) all of the factions land is unclaimed.
