From an unbias opinion and fellow server owner
You need to find a good balance of all the different types of advertising. It also depends on what your budget is and what kind of server you are running. Below are pretty much all the ways you can advertise a discord server and the pros and cons of each. I apologize in advance for my spelling and grammar. I have dyslexia.
If you are running a survival server I HIGHLY suggest going onto the discord discord.gg/Minecraft and heading over to #multiplayer. There you can promote your server every 30 minutes. If you aren't running a survival server then you won't get many people at all interested in your server from that discord.
Voting sites are a must. There are about 14 of them that are worth putting your server on. When you first put them on you will get a couple of joins per website the first day. After that its kind of pay to win on those sites. Unless you get lots of votes.
Discord advertisements, ooohhh discord advertisements. If you buy from an actual Minecraft community then sure this would be beneficial to you and your server. However, do not spend more than $50 on discord ads. Spend very little of your total budget on discord ads. The issue is people only join your server because they want to win a giveaway, not because they want to play on your server. However, with 500 or so users in your discord, it makes your discord appealing to those wanting to play. and yes some users may actually be interested in your server.
Streamers and content creators. This is the money ticket. I recommend pretty much only using streamers. They engage with your community and even persuade people to donate if you're running a sale or gave them there own personal code to use on buycraft. You will gain permanent players on your server and profit off of hiring a streamer. The downside is they can be spendy and it's hard to know whether they are worth paying for if you are new to the business. You can get cheap streamers but they are usually young. Like 13-14.
