How to create a new Minecraft Server?

That depends on a few things.

• Do you want a simple server to play with friends on?
• Do you want to expand an actual network and create something for the public to use?

I recommend checking out the Hosting section and find a host you are willing to use. Most offer budget packages (good for the first bullet I listed) and premium packages (for the second bullet I listed). Dedicated servers are the best option, but judging by this thread I can assume you have never ran a server, so dedicated servers are not necessary in your case.
