How to dispute

I'm currently trying to dispute on a person who exit-scammed me, how do I dispute on PayPal? The only option I have is to contact the seller, but I don't want to do that. Thanks in advance guys!

Thank the lord, so you make a dispute, i think it is a week later you can make it a claim, if he doesnt reply within the time period set you get refunded

I'm pretty sure that he made a alternate PayPal account, then transferred the money to his real account :/
