How to get a playerbase with minimal funds

Make sure to put posters up in your community they are very cheap

Honestly? I still believe a successful voting campaign is key! Especially on low funds, if you can find a way to entice your current player base to vote daily, Have a few nice pages on voting pages and be sure not to spam your players with 15 voting links. You'll notice the rewards for sure! Some people opt to buy "premium listings" on a lot of these server sites. This way be something to consider too if your budget allows for it

Well, I don't know what you mean with "playerbase".
If you want 20-30 players then voting could be useful.
Nowadays discord is a good way to get a playerbase as well,
just create a discord and tell players they will get in-game rewards if they invite friends.

Just letting you know as a fair warning, everything stated in these replies have been done lots of times, and will continue to be done so if you're looking for a good player base with players that pay servers good luck with that, but most of the time the more you invest the more you profit (this is including if you have have a stable business plan).

Make a discord community, be friendly on it.
Make something unique, if you have something boring your members won't be loyal and they will just leave.
