How to get money out of a limited paypal

I need help, i will pay ANYONE 3$ usd out of this limited paypal to get the money out.

It says if i have a debit card, i can get the money out..

Heres the problem, I aint got one..

I think you can still send really small amounts every x days, at least that's how it works with my old PayPal account that still has money in it but is limited as well.
