Hey! It's a fairly simply process, you'll want to do the following;

1) Go to the person's profile

2) Press on "Reputation"

3) Press "Add Reputation"

4) Fill out all of the necessary information

5) Simply press "Add Reputation" and voila!

I think you also need to be a member for a month? I seem to remember that when I joined I couldn't give Rep right away...
