How to grow a minecraft server with low budget

Hi, title says it all

I have owned about 10 servers in the past, none of them ever with one donation, none of them ever exceeding 10 players

So, is it possible to make a server that will generate popularity and profit with 25 dollars?

1. Use PebbleHost, Cheapest and most reliable hosting so far (I own a dedicated machine)
2. Discord - Discord can be used now as BuyCraft and a Website. Staff applications, purchasing ranks, reporting players. All this can be done by FREE Discord bots so don't waste your budget.
3. Cosmetics - Easy money, and EULA friendly! https://www.spigotmc.org/resources/ultra-cosmetics-opensource-free-1-8-1-12.10905/
4. Advertising - Join Community Discord servers where you can advertise in chat (only in allowed servers) and once you start making profit (anything over the amount you're paying for hosting), start buying ads on here ($30 a week) or on MC serverlist. Ususally you make your money back but depends on your server ofc!
5. Builds - Anything aestetically pleasing is GREAT! You can get cheap builds on here or make a competition on your server and giveaway a rank for players who submit good builds!
