Well you only get what you pay for. If you dont get what you paid for you should contact your provider, if you need more upload / download speed you will have to pay more - there is no "hack" to get faster internet because your provider usually limits the connection.

In general, 5Mbps is pretty slow. As an upload speed, it's not unreasonable. To know if it's an issue on your end though you will need to check what package you have.
ISP's will often offer asymmetrical bandwidth because that's what the demand is for. The majority of residential traffic is going to be download. People download a lot but don't typically upload a lot (unless you are a content creator). The infrastructure (depending on where you are) may be built around that demand for higher download speeds. An ISP may have many links devoted to downstream traffic, but only a few for upstream traffic, since infrastructure costs them money too.
Your best bet is to upgrade your internet package, but it really depends on where you live. Your ISP may not offer symmetrical packages, or you may have to upgrade to get a faster upload speed. For example, I have the cheapest package which is 100Mbps symmetrical, although I typically get 92 down or 92 up (or around 75 if I'm hammering both - but that's probably to due with my AP). There may or may not be other ISPs in your area that can provide you better service, so you have to keep that in mind as well.
It's all going to depend on your location. You'll have to go to their site and input your address to see what type of service they can offer you.
