How to properly upgrade server version?

what do I do to upgrade to current version correctly so everyone can go on my server

so far il ive done is update all my plugins

Simply download the newest Spigot.jar, stop your server, delete the current craftbukkit.jar, drag your new spigot.jar in, rename it to craftbukkit.jar

The name of my current jar is "minecraft_server.jar" and all I can find is something called "BuildTools.jar"

Add me on skype, I will send you the newest spigot file. You will want to rename the spigot file minecraft_server.jar in your case it sounds like.
