How to set up a voting site?

Hey, I've been looking into attempting to start a voting site, and although I know enough HTML to design the look of the site, I'm not at all familiar on how to create or acquire the actual content to a voting site. (whatever it is that allows players to list servers, vote, etc...)
Could anyone tell me who could do this for me or where I can find the software to do this? Thanks.

JSON, you would need to grab info with PHP.
You won't do much with knowing HTML. It literary just defines where your actual code will be displayed.
