Can't world painter or whatever it is make ore generation for buffed idea? I might be wrong since I've never done hcf stuff.

same so i have no clue. it just sounded like he wanted custom ores like as a plugin

If you mean you want to customized the ore spawning rates and levels, just used the "Customized" world type; http://minecraft.gamepedia.com/Customized
